M25 J23-27 Managed Motorway

Scheme outline

Removal of the hard-shoulder to create four running lanes and the addition of Emergency Refuge Areas (ERAs) as part of the Highways Agency's Smart Motorway programme. The scheme is 'All Lane Running' as the removal of the hard-shoulder suggests.

The scheme is intended to increase capacity and reduce congestion.

This replaces the previous proposal for dynamic hard-shoulder running, which replaced the previous widening proposal!

Funding for this scheme was confirmed in a statement by the Transport Secretary yesterday.

25 December 2010

The original plan to widen this section of the M25 has been abandoned in favour of a Managed Motorway scheme, with hard-shoulder running.

1 December 2011

This scheme forms part of the National Infrastructure Plan, announced earlier this week. The Government therefore intends to accelerate progress.

13 October 2014

Work between J23 (A1(M)) and J25 (A10) is complete, while work between J25 and J27 (M11) is reaching the final stages of construction.

26 October 2014

Having driven along both directions of the scheme (25/10/14), construction is largely complete. Minor verge work, lighting column erection and carriageway marking are being completed.
